A US anti-dumping investigation is targeting PV modules imported from China. However, because Taiwan crystalline silicon solar cell makers generally are suppliers for China-based PV module makers, the Taiwan Photovoltaic Industry Association (TPVIA) hopes the Taiwan side can also be represented in the due process.

TPVIA is seeking the rights for Taiwan-based solar cell makers to have their attorneys answer dumping charges from DOC.

Without the representation, Taiwan-based makers will be left with no opportunities of defending themselves and have to accept whatever punishments to be imposed, TPVIA stressed.

The US International Trade Commission (ITC) has made preliminary judgment that imports of China-produced PV modules made of Taiwan-produced solar cells have injured US PV industry. Consequently, DOC will formally launch an anti-dumping investigation of Taiwan-based solar cell makers and China-based PV module makers and in addition, an anti-subsidization investigation of these China-based makers.

DOC is expected to announce the list of defendants for the investigation in late February or early March, TPVIA indicated.
